Transfer or paygrade opportunity for one SENIOR MANAGEMENT ANALYST II
I. Summary of Duties: Directs a large staff of professional, technical, and paraprofessional employees providing a variety of administrative or support services for the Los Angeles Department of Building and Safety (LADBS); applies sound supervisory principles and techniques in building and maintaining an effective work force; fulfills equal employment opportunity responsibilities; and performs related work.
II. Distinguishing Features: The Senior Management Analyst II is the head of the Budget and General Administrative Services Division (BGASD). The position is responsible for directing several diversified administrative support functions for LADBS. The position reports to the Chief of Administrative Services, and plans and organizes the work of employees engaged in budgeting, financial management, management information services, facilities management, and provides management activities and services for other departmental programs, as necessary. The position receives assignments in terms of broad objectives and is responsible for the presentation of reports and recommendations upon which policy decisions are based. The work programs under supervision of this position include, but are not limited to, the following:
1. Budget Services
a. Development, management and administration of the Department’s operational budget;
b. Annual and as needed budgetary and cost analysis to aid fee for service review (fee studies);
c. Preparation of periodic financial/budgetary reports throughout the year including the Quarterly Enterprise Fund Report to the Mayor and the Monthly Financial Status Report to the CAO; and,
2. General Administrative Services
a. Purchasing and invoice processing;
b. Facilities management and tenant improvements;
c. Distribution of various operational and dashboard reports including COMPSTAT (performance metrics) and staffing statistics; and,
d. Performing other administrative services including, but not limited to, communications services support, grants administration, travel requests and forms control.
