Overseeing and auditing the exchange of information and data between the City’s payroll system (PaySR) and the LAwell Program’s Third-Party-Administrator (TPA) and resolving payroll and TPA issues as they arise;

 Working with the TPA, City staff, and benefits service providers to resolve member complaints related to benefits coverage, payroll deductions, and other benefit matters;

Procuring contracts through the City’s request for proposal process, working with contracted benefit service providers, and overseeing contract development to provide the highest level of service, benefit design, and other resources to LAwell members;

 Conducting analysis and presenting reports to the City’s Joint Labor-Management Benefits Committee regarding administrative, communications, operational, and policy initiatives related to the LAwell Program;

  Facilitating contracted data collection and reporting services related to determining benefit eligibility and providing required annual tax reporting under the Federal Affordable Care Act;

   Assisting with the design, administration, and communication of benefit plans offered under the LAwell Civilian Benefits Program (LAwell Program);

   Assisting with the administration of the annual Open Enrollment campaign and topic-driven educational campaigns, as needed, for all LAwell Program members;

   Supervising City staff and the TPA’s call center in the administration of the LAwell Program and ensuring compliance of City’s policies and procedures, memorandums of understanding, and city, state, and federal laws.

  Performing other related and/or special assignments as assigned.
