DESCRIPTION OF DUTIES

The Senior Management Analyst I supervises and directs the Budget Section of the Financial Management Division (FMD) and performs various administrative duties as assigned. The position reports directly to the Senior Management Analyst II, who is the Assistant Division Head of FMD. The position:

  • Conducts special research and investigation, assembles data, analyzes and prepares various reports and correspondence concerning administrative and procedural issues such as financial and fiscal reports, narrative and statistical reports, inter- and intra-departmental correspondence, special reports, assignments and research projects.
  • Oversees and participates in the preparation and administration of the Bureau’s Annual Budget and all ancillary functions associated therewith and is responsible for the ongoing budget monitoring and control of expenditures.
  • Presents, defends and advocates recommendations and reports before the Board of Public Works, Mayor and City Council concerning the budget and other related matters.
  • Acts as a liaison with  the Mayor, City Council, CAO, various Departments/Bureaus and Bureau supervisors and managers in matters relating to the budget and fiscal issues.
  • Supervises at least one (1) analyst performing budget functions and is responsible for training subordinates.
  • Occasionally, the position will be required to work overtime as necessary.

SKILLS, KNOWLEDGE, ABILITIES AND PERSONAL QUALIFICATIONS

Excellent analytical skills and independent judgement; excellent time management skills and good work ethic; strong supervisory skills (including discipline); good people skills to communicate effectively and tactfully with others; good oral communication and presentation skills; good written communication skills for writing reports, budget and financial documents, letters, memoranda, bulletins and handling special projects; and good computer skills in various software applications such as Word Office, Excel spreadsheets, Access databases and presentation and graphics.

Good knowledge of the City’s budget procedures and fiscal operations, statistical analysis, report analysis and interpretation, supervisory principles and practices, disciplinary process and grievance procedures, and English usage and grammar, including effective report writing techniques.

Ability to gather data and conduct independent research, prepare and interpret reports and statistical computations, analyze data critically and objectively, maintain records and prepare reports of materials and time used and work accomplished, work with data requiring close scrutiny and attention to detail, organize and present written ideas clearly and concisely, meet deadlines in an efficient and expeditious manner, properly prioritize a multitude of work assignments, work well under pressure, meet tight deadlines and develop overall work plans, plan, coordinate, delegate and direct the work of a group and develop work procedures, work effectively with City staff and others,  and speak well and present to the Board of Public Works.

Competence in interacting with others at various levels and maintaining a professional manner, working independently, maintaining a good work ethic, obtaining and transmitting information in a pleasant manner and working with minimal supervision. Experience in budget preparation, budget monitoring and control of expenditures is required.
