Experience Requirements

  1. Current employment and regular appointment with the City of Los Angeles as a Civil Engineer.

Summary of Duties

The Bureau of Engineering (BOE) is seeking to fill multiple Civil Engineer positions in the divisions listed below. Additional vacancies are expected and information on those positions will be provided to qualified candidates who apply.

Central District - Above Ground Facilities Group (new vacancy)

This Civil Engineer will provide training and supervision to the BOE Above Ground Facilities (AGF) permit staff on the LAMC code and ordinance interpretation for complex and difficult projects. Prepares schedules, and reports for program progress and updates to the Mayor, Council District offices and coordinates with other government agencies.    


Provides design review, plan check review, permit processing, construction review, and code interpretation for telecom permits, AGF permits and issues Utility-Permits. Performs field investigations, performs professional reviews of trenching shoring, and other materials used. Performs fee calculations for the street damage restoration fee. Performs bond and other construction cost estimates. 


Assists utility companies, property owners, and the general public in understanding and complying with the policies, ordinances and procedures of the AGF ordinance. Prepares Board Reports for Board of Public Works approval for AGF appeals and hardship waiver requests. Prepares Reports and answers requests from other agencies, Council District offices, and Mayors’ office.  


Bridge Improvement Division

This Civil Engineer will:

  • Provide oversight and project management of bridge and related street projects through all phases of a project, including pre-design, environmental, right-of-way, design, bid and award, construction, and project close-out.
  • Oversee project budget, schedule, and scope in coordination with grantors including Caltrans, Metro, and FHWA.  Review of consultant and contractor invoices and coordinates payment with the Office of Account and LADOT Accounting.
  • Supervise technical and administrative staff along with project consultants.
  • Manages delegation of responsibility and authority for work completion, balance assignments, handle multiple projects, perform task and workflow analysis, and track progress relative to divisional goals and commitments.
  • Represent BOE at meetings with City Departments, Public Works Bureaus, Elected Offices, the Board of Public Works, consultants, and contractors.
  • Prepare communications, documentation, board reports, and correspondence that may be necessary with staff, management, private consultants, public, other governmental agencies, and elected official including presenting before the Board of Public Works, City Council Committees, City Council, other agencies, and community groups.

Street Improvement Division

This Civil Engineer will manage Affordable Housing & Sustainable Communities (AHSC) grant funded projects, as well as other projects as needed. The incumbent may supervise engineering associates as well as consultants to help deliver assigned projects and provide program management support. As a Project Manager, the Civil Engineer will also be responsible for all project management activities in accordance with the Bureau’s Project Delivery Manual.

 Water Conveyance Engineering Division (expected vacancy)

This Civil Engineer will:

  • Supervise professional engineering personnel involved in the planning and design of the Interceptor, Relief, Replacement and Rehabilitation projects and other wastewater collection systems projects.
  • Administer, direct and supervise personnel involved in sewer collection systems; direct the technical activities of Civil/Environmental Engineering Associates engaged in the following: Design and administer the design, bid and award, for those interceptors, relief, rehabilitation, or replacement of sewers, pumping plants, force mains, or collection systems projects which are assigned by the Division Engineer and are funded in the Wastewater Capital Improvement Expenditure Plan (WCIEP); coordination of project related activities with other agencies, including Federal, State, Dept. of Water and Power, other City Bureaus/offices and private agencies; develop and manage job schedules and other resource deployment; assist development of various policies related thereto.
  • Direct the preparation of the appropriate environmental documents and review other legal documents for technical content to assure required standards are met. Review and approve contractual documents and technical proposals related to the various wastewater projects and programs.
  • Responsible for the activities of engineers and technicians, including interview and hiring of employees in his/her section, review of evaluation reports, probationary actions and sick leave reports when required, handle miscellaneous personnel matters, including grievances; review and assign position requests in his/her section; review and assign all requests and refer each to the appropriate section under his/her direction.
  • Confer with Council persons, Board of Public Works Commissioners, the City Attorney's office, and the staff of other Bureaus, Departments, and outside agencies relative to the implementation of wastewater project planning, design, construction, and claims.

 Water Conveyance Construction Division (expected vacancy)

This Civil Engineer will manage and supervise a construction management group that consists of Civil Engineering Associates, Consultant Engineers, and Student Engineers. The incumbent will manage the construction of multiple large and/or complex wastewater conveyance Capital Improvement Projects (CIP) with scope varying from construction of new sewers, repairs of existing sewers, rehabilitation of existing sewers and/or the construction of sewer related facilities. The Civil Engineer will ensure projects are delivered consistently on schedule and within delivery budgets; mitigate and resolve construction claims; and minimize construction impacts to the community. In the absence of the senior engineer, the incumbent may serve as program leader.

 Skills, Knowledge, and Abilities

The BOE is looking for candidates who possess the following skills, knowledge, and abilities including but not limited to:

 

  • Excellent knowledge of supervisory and management principles.
  • Excellent knowledge of engineering principals including development services, project management, design, construction management, data analysis and GIS services, BOE specifications, City codes and technical reports, quality control and quality assurance, and interacting with elected officials, other agencies, and the public. Proven ability to deliver projects on time and on budget.
  • Knowledge of City and department core policies such as Equal Employment Opportunity principles, Business Inclusion Program, racial equity, sustainability, and how to apply them.
  • Knowledge of how projects are funded and how project finances are managed at the City, department, and project levels.
  • Excellent oral and written communication skills. Ability to communicate and coordinate well with staff, consultants and vendors, and City colleagues.
  • Strong proficiency with Bluebeam, Excel, Word, Google Meet, UPRS, NavigateLA, PWRS, and other native BOE platforms.
  • Demonstrated proficiency in optimizing systems and procedures.
