DEPUTY CITY ATTORNEY
AIRPORT DIVISION

ANNUAL SALARY RANGE: $92,262 - $216,978

POSITION: Employment attorney in Airport Division of the Los Angeles City Attorney’s Office.

SECTION: The twenty attorneys at the Airport Division act as legal counsel to the Department of Airports (“LAWA”) and the Board of Airport Commissioners (“BOAC”) relating to the three airports owned and operated by the City of Los Angeles. Attorneys in the Division handle representation of LAWA in a wide range of areas, including lawsuits in state and federal courts, and appearances before various administrative bodies such as the Civil Services Commission, the Employee Relations Board, and the United States and California Departments of Transportation. Attorneys in the Division also prepare many types of documents, including contracts, leases, permits, licenses, reports, and concession agreements. In addition, a significant responsibility of the attorneys is serving as general counsel for LAWA, providing advice to various levels of Airport management regarding a broad range of issues including, but not limited to, eminent domain, inverse condemnation, bankruptcy, municipal financing, land use, landlord-tenant, insurance and risk management, nuisance, First Amendment issues, noise regulations, engineering, construction, federal regulations, labor and employment law, law enforcement and police matters, the City Charter, Administrative and Municipal codes, conflict of interest, ethics, Public Records Act, the Brown Act and environmental law.
The LAWA Division is located at Los Angeles International Airport, 1 World Way, Room 104, Los Angeles.

DUTIES AND RESPONSIBILITIES: The selected attorney’s primary responsibilities will be to provide general counsel advice on all aspects of labor and employment law and handle labor and employment matters for both civilian and sworn employees of LAWA. Additional responsibilities may include civil litigation, the negotiation and drafting of transactional documents, providing advice on the California Public Records Act, and provision of advice to LAWA and its Board.

QUALIFICATIONS: Applicants for this position must have a license to practice law in all of the courts in the State of California. Additional requirements include:
? Minimum five (5) years of recent experience practicing labor and employment law in private practice, in-house, or a combination of both
? Trial, arbitration, or administrative hearing experience with a focus on labor and employment laws in California
? Experience counseling HR and business teams on leaves of absences/reasonable accommodations, investigations, employment law, wage and hour, workplace safety, pay equity, and traditional labor matters, such as grievances, collective bargaining negotiations, etc.
? Strong research and writing skills
? Ability to deal professionally with public officials, departmental personnel and members of the public
? Demonstrated ability to exercise sound judgment
? Strong oral communication skills
? Ability to work independently on assigned matters and effectively collaborate as a team with other Labor and Employment attorneys in the office
The following qualifications are highly desirable:
? Public safety and risk management experience;
? Significant and recent experience with state and federal employment claims, including but not limited to, the California Fair Employment and Housing Act, Title VII, ADA, ADEA, FMLA, CFRA, Fair Labor Standards Act, and Peace Officer Bill of Rights Act;
? Experience advising employers on COVID-19 related laws, policies and general compliance guidance;
? Ability to work effectively in a fast paced, complex operational and legal environment with a business orientation ;
? Ability to quickly analyze and advise on complex issues that may involve a significant fiscal component or sensitive political nature;
? Strong attention to detail;
? Writ and/or appellate experience; and
? Civil litigation and government claims experience
Training is available for candidates with strong experience and demonstrated skills, but no airport experience.

WRITING SAMPLE: Candidates are required to submit one (1) writing sample personally composed by the applicant in the past two years that accurately reflects his/her/their work product. The writing sample should be either a brief, motion, report containing a legal position or legal recommendation, or written research memo related to a labor or employment legal matter.

PROBATION: Appointment to these exempt positions (non-Civil-Service) will be subject to a two (2) year probationary period as required by Section 1050 of the City Charter. Successful completion of the two (2) year probationary period will result in tenure with the office.
