DEPARTMENT BACKGROUND
The Department of Neighborhood Empowerment works to promote more citizen participation in government and make government more responsive to local needs. The Neighborhood Councils make up a citywide system that include representatives of many diverse interests in communities and have an advisory role on issues of concern to the neighborhoods.
POSITION SUMMARY
The Neighborhood Council Inclusive Engagement Advocate works to support the Department of Neighborhood Empowerment (EmpowerLA) with awareness and engagement of the NC System and the NC elections. The ideal candidate for this role must be motivated to work with folks from a diverse set of backgrounds. We are looking for a passionate civic and community engagement team member committed to creating connections at the neighborhood level.
KEY RESPONSIBILITIES
? Assist in building a base of civic-minded and underrepresented stakeholders to develop and support Neighborhood Councils
? Assist in the development of an outreach strategy for Neighborhood Council elections
? Identify and map key locations of neighborhood activity and places of high foot traffic for elections activities
? Build partnerships with community organizations to support mobilization efforts
? Maintain and develop Neighborhood Council outreach database (people, organizations, community spaces)
? Other duties as assigned by Director of Awareness, Engagement, and Election Outreach
? Provide admin support for Field, Admin, and Digital Media Marketing staff
QUALIFICATIONS
? Minimum of three years of community engagement and grassroots organizing
? Able to represent EmpowerLA at various community events, and meetings
? Passionate about working with people with diverse backgrounds
? Committed to social equity
? Experience working in low-income urban communities
? Utilize online organizing tools and social media
? Excellent verbal and written communication
? Must be computer literate with applications such as MS Excel, MS Word, MS Publisher, Google applications, and use of database software
? Bilingual- Fluent in English, Spanish, Chinese (Toisan, Cantonese, Mandarin), and Korean is highly desired
? Valid CA driver’s license and access to a car is a plus
HOURS: Inclusive Engagement Advocates are employed on an as-needed basis. Working hours will be scheduled to meet EmpowerLA goals which may include evenings and weekends as assigned. Inclusive Engagement Advocates will be limited to a maximum of 1,040 hours per service year. A service year begins on the start date of employment and on each anniversary date thereafter. There is no minimum guaranteed number of hours. The selected candidate(s) must be willing to work up to 39 hours per week, as required.

This position is not permanent civil service employment. There are no medical, dental, or retirement benefits. The position qualifies for Compensated Personal Time Off benefits which may be accrued and used in accordance with the Los Angeles Administrative Code Section 4.110.1. Candidates who worked as part-time, exempt employees with the City of Los Angeles in the past 12 months may not be eligible to apply.
