 Departmental Chief Accountant II

The Departmental Chief Accountant II in the Business Office serves as the Chief Accounting Employee for the Library. The position is part of the Library’s Business Office and works closely with the Chief Management Analyst to monitor the Library’s budget, provide guidance for contracts, accounts receivable and payable, and payroll. The position performs the full range of supervisory activities including planning, assigning and directing work, evaluating employees, training and discipline in the following key support functions:

Financial Reporting, Auditing and Accounting

Directs, plans, assigns, reviews and evaluates staff assignments and projects to ensure compliance with City Controller, Federal and State laws, guidelines, policies and integrity of financial data. Liaison with external auditors. Directs, assigns and reviews the reconciliation and adjustment of bank receipts and their respective revenue source codes in the Financial Management System (FMS).

Accounts Payable

Directs, plans, reviews and approves the payments of all Library expenditure authorizes including Authority for Expenditure, contractual services agreements, interdepartmental transfers, sales & use tax, purchasing credit card, petty cash, purchase orders, direct & indirect related costs to ensure compliance with City Controller rules and regulations.

Accounts Receivable

Directs, plans and reviews accounts receivables. Monitors the collection of cash, checks and credit card payments. Oversees cash reports and bank reconciliations.


Oversees payroll for approximately 1,500 full-time, part-time and as-needed employees. Reviews and submits the biweekly payroll certification. Ensures the correct application of Administrative Codes, MOUs, FLSA and City Controller directives.

CAP and Other Reports

Directs and reviews the preparation and submission of the Cost Allocation Plan (CAP) for the Library. Oversees Single Audit reports. Oversees the preparation of budget monitoring reports and cost accounting.

Required Experience

Prior experience as a Department Chief Accountant in the areas described above is preferred.

Work Schedule

5/40 work schedule preferred.
