Directs the analysis, programming and planning of projects proposed for the LAWA Capital Improvement Program (CIP). Determines scope, and cost implications, as well as evaluates constructibility and feasibility of projects. Coordinates with City staff and LAWA stakeholders in support of the preparation required activity analysis, code compliance studies, and security requirements for a variety of project types. Also prepares documentation in support of the National Environmental Policy Act/ California Environmental Quality Act application process.

Supervises design professionals and other staff, including architects, engineers, and signage and graphic designers. Plans and assigns the work of division staff and consultants involved in the design of the LAWA CIP at LAX and VNY airports. Monitors performance of subordinates. Recommends necessary training and development for staff. Effectively enforces appropriate employment policies and practices.

Directs and reviews the planning and conceptual design of airport facilities, including runway, taxiways, passenger terminals, cargo terminals, utilities, parking, ground access, and remote terminal development.

Identifies the need for specialized support and expertise from outside consultants, and administers and manages the associated contracts. Demonstrates knowledge of City, County, State, and Federal planning and regulatory requirements and fosters the Department's relationships with these agencies.

Attends meetings with and makes presentations to LAX Executives and Stakeholders, Board of Airport Commissioners and City Council as needed to provide technical information relating to LAWA's long range plans. Works with airport tenants, contractors and design professionals ensuring compliance with industry metrics and established objectives.

Note Regarding Emergency Appointment: An emergency appointment is not a regular appointment. It is a temporary appointment which does not require that you successfully compete in the Civil Service examination process. The appointment may not exceed one year and must be end when a regular appointment can be made from an eligible list. (City Charter Section 1013).
