Position: Director, Mayor’s Office of City Homelessness Initiatives, Housing Solutions Team
The Mayor’s Office of City Homelessness Initiatives implements Mayor Garcetti’s
homelessness strategy for the City of Los Angeles. We work with city departments,
other government partners, private partners, and academics to develop and implement
strategies that make the City more livable and equitable for all Angelenos.
Ending and preventing homelessness is the highest priority agenda item of Mayor Eric Garcetti. In response, the City of Los Angeles is advancing aggressive solutions to address the City’s housing affordability crisis. Led by the Chief Housing Officer, the Director of Affordable Housing Innovation Program will join the Housing Solutions Team (HST) within the Mayor’s Office of City Homelessness Initiatives (MOCHI). Using the tools of streamlining, innovation, expansion of financial resources and inclusive planning policies, the Team’s work focuses on increasing the speed, cost efficiency and quantity of affordable housing options and opportunities for low-income and vulnerable Angelenos.
The Director will directly assist in the implementation of the City’s $120 Million Housing Challenge in partnership with the Los Angeles Housing Department (LAHD). The Director will take a lead role in facilitating and fostering innovations in housing finance and construction both through the Housing and Challenge and by bringing together stakeholders across the affordable housing sector. In addition, the Director will help to coordinate troubleshoot development finance issues, as well as drive forward new initiatives to streamline the City’s housing finance processes. The ideal candidate must demonstrate a passion for public service, a deep understanding of affordable housing finance programs, experience with underwriting and/or developing affordable housing projects in California, exceptional project management skills, and an ability to drive transformative change in the public sector.
The Program Director’s responsibilities will be:
? Overseeing the implementation of the City’s $120m Proposition HHH Housing
Innovation Challenge to produce up to 1,000 units of supportive housing through
innovative construction and/or financing methods in close coordination and
collaboration with the Mayor’s Office, HCIDLA, and the Office of the City
? Coordinating the implementation of new initiatives to create efficiencies in and
streamlining the City’s affordable housing finance processes
? Coordinating and exploring the feasibility of potential new housing finance
agency structures to further streamline the development of new affordable
housing, including acquisition and financing innovations.
? Assisting in troubleshooting and problem-solving issues for supportive and
affordable housing projects throughout the City’s development finance process
? Providing overall management of loan transactions executed through the new
Housing Innovation Challenge, directly negotiating with awardees as needed and
in coordination City Departments.
? Managing all Prop HHH Housing Innovation Challenge client and partner
relationships and loan processing teams.
? Providing HCIDLA and Mayor's Office with strategic advice on the development
of other loan products for affordable housing through the implementation of new
public funding sources.
? Continuing to develop new incentives to enhance the private sector’s use of
prefabricated/modular construction methods.
? Fostering innovation in housing construction and finance by engaging the
developers of market rate and affordable housing, the construction industry, the
finance sector, and the public sector.
? Managing the Mayor’s Housing Innovation Working Group with various City
Departments to facilitate innovative solutions to the housing crisis.
? Providing guidance for the implementation of two smaller grant-funded housing
innovation programs managed by the Mayor’s Office to accelerate the production
of Accessory Dwelling Units (ADU) and preservation of Naturally Occurring
Affordable Housing (NOAH).
? Working in close collaboration with LAHD in the implementation of the USC
Specific Plan Development agreement.
? Other housing related duties as required to facilitate the production of affordable
and supportive housing projects in the City of Los Angeles.
Bachelor's degree from an accredited university in Public Policy, Urban Planning,
Business, Economics, Political Science, or a closely-related field. Master’s degree is
The successful applicant will have demonstrated at least five (5) years of full-time work experience in the field of housing development and/or finance. A Master’s degree will be considered equivalent to one year of work experience.
An applicant with strong project management, writing, organizational, communication, and interpersonal skills is desired. In particular, the candidate must have the ability to comfortably deliver public presentations and coordinate and facilitate large meetings with a variety of stakeholders. Preference will be given to candidates that demonstrate a deep understanding of affordable housing policy and financing programs and processes, especially in the City of Los Angeles and/or California. Experience running public NOFAs and RFPs is strongly preferred.
