The Mayor’s Office of Budget and Innovation (MOBI) is looking for a dynamic Special Projects Liaison and Departmental Liaison to lead policy initiatives and provide support to the MOBI departments, which include: Information Technology Agency, General Services Department, Office of Finance, Personnel, City Clerk, L.A. City Employees Retirement System, L.A. Fire and Police Pensions, and the City Administrative Officer. The Special Projects Liaison reports to the Executive Officer who reports to the Deputy Mayor for Budget and Innovation. The Special Projects Liaison works most closely with the Executive Officer and other analysts in MOBI and in collaboration with the other policy teams, including the budget, data, procurement, and personnel teams. The Special Projects Liaison serves as the Mayor’s primary liaison to key departments and is the team expert on policy issues related to the work of the departments assigned to them. The Special Projects Liaison is expected to develop strong working relationships with departmental and intergovernmental staff as well as with other public agency and community stakeholders, as necessary, in order to champion the Mayor’s policy priorities.

The Special Projects Liaison position requirements align to resident and other stakeholder service needs, and responsibilities will include:

  • Project manage key technology initiatives of the Mayor’s Office of Budget and Innovation, including Angeleno Connect, Office of the Future, the Future Corps, the City’s Data Science Federation, and the implementation and promotion of LA’s Smart Cities efforts
  • Oversee assigned departments, as it relates to departmental policy and departmental messaging, ensuring that department operations are in line with the Mayor’s priorities
  • Identify, research, and prepare policy and funding recommendations for the Mayor, Deputy Mayor, and/or other Mayor’s Office staff as it relates to Rev. 8/2021 departmental policy, procedures, and other issues relevant to the Mayor’s policy agenda, including, but not limited to, increasing equitable and affordable access to City services and resources
  • Serve as Mayor’s liaison in relevant meetings, events, and in public, including relevant governmental and non-governmental organizations
  • Serve as Mayor’s liaison to stakeholders
  • Regularly collaborate and communicate with, report to, and brief the Deputy Mayor and Executive Officer 
THE CANDIDATE The ideal candidate possesses a passion for making meaningful, sustainable change in Los Angeles and is ready to work in a high-energy, collaborative work environment. The candidate must also demonstrate the following:

  • Experience working for an elected official or other public official
  • Familiarity with and affinity for the City of Los Angeles, including government operations, rules, policymaking process, and functions of various City departments, agencies, boards, and commissions
  • Ability to multi-task and forge effective working relationships with multiple parties
  • Ability to analyze data and synthesize data into clear policy recommendations
  • Ability to meet deadlines and thrive in a fast-paced work environment
  • Experience working in technology projects and policies
  • Strong writing and verbal skills, with ability to tactfully respond to public inquiries and concerns in a timely manner
  • Experience working with and respect for the diverse communities of Los Angeles

EDUCATION & EXPERIENCE Undergraduate degree required. Advanced degree in public administration, civic innovation, technology management a plus. Experience implementing enterprise systems in complex/government environments is a plus.

COMPENSATION Salary will be commensurate with experience, along with additional benefits.
