The Office of the City Administrative Officer (CAO) is seeking to fill a Finance Specialist II position in lieu of a Senior Administrative Analyst position.  This position is in the CAO’s Revenue Group and primary job duties include managing the City’s proprietary department billing process and financial administration of the Disaster Assistance Trust Fund. The CAO is willing to accept applications from Management Analysts, Senior Management Analysts, Principal Accountants, Auditors, and related classifications for possible in-lieu employment or Charter Section 1014 transfer opportunity.

Job Description

  •       Coordinate with various City departments to analyze and document the cost of City services to proprietary departments; generate quarterly billings; estimate General Fund revenue; identify issues in achieving full cost recovery; and propose solutions that may be included in new and updated service agreements.
  •       Manage the disaster assistance trust fund; monitor grant receipts and determine reimbursements to departments and special funds; prepare special fund budget documents; respond to internal and external audits; and prepare single audit report and annual GAAP receivables report.
  •       Support efforts to improve processes for cost estimating, tracking and reporting for Citywide disaster response, recovery and reimbursement activities.

Required Skills, Knowledge, Abilities, and Personal Qualifications

  •       Accounting or financial analysis education or experience.
  •       Substantive experience with Microsoft Excel software.
  •       Ability to interpret and comply with financial guidance, agreements, and regulations.
  •       Ability to identify billing, grant, and accounting discrepancies and recommend actions for correction.
  •       Strong research, critical thinking, and creative problem-solving skills.
  •       Strong written and verbal communication skills.
  •       Ability to deal tactfully and effectively with other City Departments and outside agencies.
  •       Ability to work independently and complete assignments on time under minimal supervision.

Desired Qualifications

  •       Knowledge of Microsoft Access or other database software.
  •       Experience with the Financial Management System (FMS) and Infoadvantage.
  •       Experience in grant and special fund billing or cost recovery.
  •       Familiarity with the use of the Cost Allocation Plan (CAP) in cost recovery.
