EMERGENCY APPOINTMENT OPPORTUNITY FOR ONE (1) FISCAL SYSTEMS SPECIALIST I IN THE DEPARTMENT OF PUBLIC WORKS’ BUREAU OF STREET SERVICES (STREETSLA)

 

DUTIES

A Fiscal Systems Specialist I at StreetsLA provides support in developing in-house financial systems and reports to facilitate monitoring of budget and expenditure by funding sources. A Fiscal Systems Specialist I coordinates the computer-based financial system of the Controller’s Office and other City departments with supportive data processing activities of the Information Technology Agency; conducts on-going and periodic reviews and/or analyses of computer-based financial and other systems of the City; analyzes complex financial, operating and other statistical data using algorithms and computer-based financial systems; and under direction, enforces Citywide standards for data security and internal control safeguards; or may supervise and direct the work of employees engaged in such activities; applies sound supervisory principles and techniques in building and maintaining an effective work force; and fulfills equal employment opportunity responsibilities.

 

SUMMARY OF SPECIFIC DUTIES:

·         Documents and implements integration and report from FMS, PaySr, WorkDay and other in-house applications

·         Develops cost reports for billing

·         Provides daily system support for financial and payroll process integration and reporting

·         Acts as support contact between FMS, PaySR, WorkDay and StreetsLA

·         Departmental Security Administrator for financial and payroll applications.

  MINIMUM REQUIREMENTS/QUALIFICATIONS

1. Three years of full-time paid experience in accounting or financial auditing in a class at the level of Senior Accountant; and two years of full time paid experience in analysis, design, or development of computer-based financial systems, or

2. Three years of full time paid experience in systems analysis design, development, or data processing in a class at the level of Systems Analyst; and two years of full-time paid professional experience in governmental accounting or financial auditing.

 

Successful completion of 12 semester or 18 quarter units in system design and analysis or data processing from an accredited four year college or university may be substituted for a maximum of one year lacking in Requirement #1; or

Successful completion of a total of 12 semester or 18 units in accounting or auditing from an accredited four year college or university may be substituted for a maximum of one year lacking in Requirement #2.

 

 

 

 

OTHER DESIRABLE QUALIFICATIONS

·         Knowledge of FMS, PaySR and D-Time

·         Ability to work independently and complete assignments with minimal supervision

·         Knowledge of LDAP, database operational system and server performance is a plus.

·         Ability to deal tactfully and effectively with Bureau staff, other City Departments and outside agencies.

EMERGENCY APPOINTMENT INFORMATION:

Prior to accepting an emergency appointment, you should be aware of the following information:

 

An emergency appointment is not a regular appointment. It is a temporary appointment which requires that you successfully compete in the Civil Service examination process.  The appointment may not exceed one year and must be terminated immediately when a regular appointment can be made from an eligible list.  No emergency appointment can exceed one year. (City Charter Section 1013).

 

Upon completion of the emergency appointment, the incumbent will return to the civil service class he/she previously held.  A permanent appointment may be made once the civil service examination is given and an eligible list is established.  If you are not currently a regular employee of the City of Los Angeles when you accept the emergency appointment and you cannot be appointed from an eligible list at the termination of your emergency appointment (one year or establishment of an eligible list, whichever comes first), you will be terminated from city employment.
