DESCRIPTION:The Housing Department is now accepting applications for an Exempt Senior Project Coordinator position for the Housing Services Division's Housing Opportunities for Persons with AIDS (HOPWA) program. The HOPWA program is annually funded with approximately $14 million and provides housing and support services to persons and families with HIV/AIDS throughout the County of Los Angeles. The annual salary range for this position is $64,414 to $80,033. The Exempt HOPWA Project Coordinator is responsible for two major functions: the performance of grant and contract administrative duties of the program; and the coordination and management of a variety of programs related to education, awareness, training, housing, and various services for hundreds of residents living in Los Angeles County who suffer from HIV and AIDS. More specifically, the HOPWA Coordinator's duties include: planning and directing the work of three professional staff and one clerical support staff; representing the City on various task forces and before policy making bodies regarding the operation of the HOPWA Program in the Los Angeles Metropolitan Area; preparing and submitting Federal reports; communicating and coordinating HIV/AIDS issues with the City's Aids Coordinator to improve HIV/AIDS services; preparing Request For Proposals (RFP's) for release to the public and preparing correspondence and reports related to the RFP process; developing and revising contract performance guidelines and benchmarks; monitoring contract performance and, where appropriate, developing corrective action plans that build contractor capacity and assisting contractors in performing to the highest standards of the agreement(s) with the City; serving as primary staff liaison to the Los Angeles Countywide HOPWA Advisory Committee (LACHAC); identifying programmatic and organizational problems associated with the HOPWA Programs; making constructive recommendations to LAHD management and/or working with community based organizations and other governmental agencies to structure practical, effective solutions; developing reports and recommendations of programmatic and financial policy changes to the HOPWA program that result from an in-depth analysis of the programs systems.

A written performance test may also be administered.
